Forestry Consultant. The consultant will be in charge of coordinating of the WB subprogram implementation, including the following:
(a) organize and maintain regular dialogue and coordination with government and other national stakeholders in the development, planning, and implementation of the subprogram activities;
(b) organize procurement of goods and services for the proposed activities and present the documents for approval to the WB TTL;
(c) organize and submit to the WB PC development of proposals for workplan and budget and consolidated technical and financial reports;
(d) develop and, implement the country-specific Monitoring & Evaluation (M&E) plan and communications strategy for the Subprogram;
Consultant should have at least 10 years of relevant professional experience and the following qualifications should be met:
(i) deep knowledge of the current forest management and governance issues in Moldova;
(ii) good understanding of the issues related to the Forest Law Enforcement, Governance at international, national or local levels;
(iii) practical experience in working in the forestry sector in the country;
(iv) experience in providing quality technical and financial reports;
Executive Secretary. The Executive Secretary will be in charge of all organizational issues related to the WB subprogram implementation, assisting the Forestry Consultant in his activities.
The consultant shall conduct also the following:
(a) translate the subprogram related documents in English;
(b) organize the necessary administrative support to the National Program Advisory Committee, including drafting and circulation of meeting agendas to all NPAC members, preparation of supporting documentation, produce and distribute the minutes, and making of all other necessary arrangements for the NPAC meetings;
(c) produce progress reports on the subprogram implementation; and
(d) be responsible for subprogram communication activities.
The following specific qualifications should be met:
(i) experience in providing technical and financial reports;
(ii) communication skills, including the delivery of presentations;
(iii) skilled in providing meeting services and ability and experience in providing a venue for meetings;
(iv) appropriate financial record-keeping and service contracts;
(v) fluency in oral and particularly written English;
(vi) computer literacy.
